Rebecca Paul

Deputy Director, Medicare Plan Payment Group, Centers for Medicare & Medicaid Services (CMS)

Rebecca Paul is the Deputy Director of the Medicare Plan Payment Group in the Center for Medicare, at the Centers for Medicare & Medicaid Services (CMS). She is responsible for the development and implementation of payment policies for the Medicare Advantage and Part D programs, including Part C and D payment policy, risk adjustment model development, collection of plan data including RAPS and encounter data and prescription drug event data, and plan payment operations. Previously she was the Director of the Division of Payment Policy in the same Group in CMS, where she led the development and maintenance of the suite of risk adjustment models used to pay Medicare Advantage plans, PACE organizations, demonstration plans, and Part D sponsors. Ms. Paul has directed research on risk adjustment, helped evaluate the performance of the risk adjustment models, and developed risk adjustment payment polices.

Prior to joining CMS 14 years ago, Ms. Paul was a Principal Analyst at the California Health Benefits Review Board. Other previous positions include serving as the Deputy Director of the Robert Wood Johnson Foundation’s Strengthening the Patient-Provider Relationship Initiative, and working for the CMS San Francisco Regional Office and for the Alpha Center (predecessor of AcademyHealth). Ms. Paul holds a Master in Public Health and a Master in Economics from the University of Michigan.
