William De Marco

"Mr. William J. DeMarco is President and CEO of Pendulum HealthCare Development Corporation. He created Pendulum Health based upon 40 years of executive and consulting experience in health care delivery research, design, development and management. He earned his early credentials working with several health plans in the competitive St. Paul/Minneapolis marketplace in 1975. He was involved in developing both government health system solutions for Medicaid and Medicare and also working with employers.

In 1980 Mr. DeMarco was hired as the lead executive in the formation of Clinicare, a locally owned health plan founded by Rockford Clinic Ltd, the largest multi-specialty medical group in Northern Illinois. The plan grew to over 100,000 members, employing 250 people. He led in the market research, organizational design, licensure, product development, early marketing to employers and creation of a management team to operate one of the fastest growing health plans in Northern Illinois. Understanding that the plan and Clinic would be merging with the hospital, Mr. DeMarco consulted with a broad variety of Health Systems and medical groups in their quandary with Managed care. This launched a series of new opportunities for providers to work more closely with employers and build new and improved contracting strategies with third parties and Medicare.

Mr. DeMarco gained national recognition in working with physicians and building physician relationships with payers which led to his leadership in developing many physician owned enterprises including Health Plans, ACOs and Physician Hospital Joint Ventures.

Authoring several papers on RBRVS, he received many invitations to Medical Societies and Hospital Associations as well as commendation from the White House for his early work in Alternative Payment Models. He was also recognized for his work in Managed Care strategy development by the Health Care Financial Management Association and received a Follomer Award for his efforts.

Based on the consistent effort to bring purchasers and physicians together in a mutually beneficial reimbursement framework Mr DeMarco assisted a broad variety of clients including employers, over a dozen newly forming ACOs. His work as advisor to governments including CMS, State of Florida and the Governments of Turkey, Costa Rica and Panama in formulating health policy. His work led in the development and expansion of provider sponsored health plans in 30 states and the commonwealth of Puerto Rico.

Recognizing the need for comprehensive Management Services for emerging Clinically Integrated Networks he founded Pendulum Health in 2001 as the resource to support health care enterprises through their evolution into value based care. Pendulum Health has been recognized as a leader in the design, formation and implementation of Accountable Care strategies having assisted many ACOs in various stages of development including organizational design, financial and clinical management, operational effectiveness planning and regionalization of one or more ACOs. His current work has taken him full circle to helping ACOs improve their risk opportunities up to and including forming Medicare Advantage Health Plans to increase growth of both commercial and Medicare populations.

Mr. DeMarco earned an undergraduate degree in Behavioral Science from Hamline University St Paul Minnesota and holds several certificates in Corporate Startup, organizational design and governance and Corporate LifeCycle Management planning from Adizes Institute Santa Barbara California.

He received his Master in Organizational Development from DePaul University Chicago 1994

He is a past visiting instructor at Loyola School of Law LLM program and DePaul University MBA program.

In addition, Mr. DeMarco holds affiliations with several universities as guest instructor and contributor to various forums and workshops for medical societies and physician enterprises including Medical Group Management Association, Health Care Financial Management Association, Group Health Association now HIAA, the American Medical Association and American Hospital Association. He is one of several cofounders of the National Association of ACOs, The National Managed Care Association, The Preferred Provider Association of America and serves as Chairman of the Board of GoldStar Alliance for Health, an association of collaborative models of employers and physician in Wisconsin and Minnesota.

His publications include Going Prepaid , a Strategic Planning Decision sponsored by the Medical Group Management Association 1984 .
