Diana Crumley

Senior Program Officer, Center for Health Care Strategies

Diana Crumley, JD, MPAff, is a senior program officer at the Center for Health Care Strategies (CHCS). In this role, she helps state Medicaid agencies advance payment and care delivery models that enable better, more equitable care for Medicaid members. Diana’s work focuses on using Medicaid managed care organizations and accountable care organizations to advance goals related to social drivers of health, health equity, and primary care innovation. In particular, she has studied how state Medicaid agencies support and sustain initiatives that address health-related social needs, including through managed care rates and incentives, value-based payment, benefits, and 1115 demonstrations. She has provided technical assistance and curated learning collaboratives through multiple initiatives, including the Promoting Health Equity through Primary Care Innovation in Medicaid Managed Care initiative and the Texas MCO Social Determinants of Health Learning Collaborative. She has studied Medicaid transformation efforts in California, Massachusetts, and Rhode Island, and authored related reports summarizing stakeholders’ experiences with early program implementation and opportunities for improvement.

Prior to joining CHCS, Diana served as special counsel for the Health and Human Services Commission in Texas. In the Policy Division of the Office of Chief Counsel, she assisted the state with waivers, state plan amendments, administrative rules, and large requests for proposals.

Diana holds a JD and a master of public affairs from The University of Texas at Austin. She received a bachelor’s degree from Grinnell College.
