Sheila Owens-Collins MD, MPH, MBA

President and CEO, NPM Health and Consulting

Dr. Sheila Owens-Collins is the founding president and CEO of NPM Consulting and Health. She has 25 years of experience in senior leadership positions of managed care companies, multispecialty provider practices, and as a clinical practitioner. Her previous experience includes serving as the Chief Medical Officer for Greater Baden Medical Services, an alliance of 9 Federally Qualified Health Centers in Maryland, and being the Medical Director of Health Equity, Innovations, Strategy and Outcomes Research at Johns Hopkins Health Care, LLC. She is a Board Certified Neonatologist with Masters of Science Degrees in Public Health and Business Administration, and a Post-Masters Certification in Health Informatics. Her 25 years of managed care experience began in her home state of Texas where she served as the Vice-President of Medical Affairs at Community Health Choice in Houston Texas and Vice-President, Senior Medical Director at Community Health Choice in San Antonio Texas. In these roles she has provided oversight of the Quality Management, Utilization Management, and Preventive Health and Wellness Departments at both organizations. In addition to her experience in managed care, she has several years of experience as a practicing neonatologist and as a consultant for complex newborn utilization and case management. She has a long-standing interest in the applications of predictive modelling to the health care industry and health care disparities - prematurity, infant mortality rates and the public health and financial impact of these conditions. She was a member of the Perinatal Advisory Council, a position appointed by the Governor of the State of Texas and the Texas State Legislature. The work on this council led to House Bill 15, which mandated regionalized Neonatal Care in 2017 and Maternity Care in 2018. In addition to her work in the domain of achieving health equity for high risk populations she has a three year appointment to the National Quality Forum Subcommittee on Perinatal Health.
